This emblem may be worn by all leaders, youth and adult, who have completed Youth Protection training and the basic training course(s) appropriate to their positions. It may be worn only in connection with the emblem of office for which training has been completed.
Uniform

A distinctive part of Scouting is its uniformed membership. The uniform is the prescribed clothing for any and all official Cub Scout events and activities. In Pack 11, the minimum uniform consists of a blue uniform shirt (Tiger through Webelos rank levels) with all patches (council, pack number, den number, world scouting, and rank), appropriate neckerchief (orange for Tigers, red for Wolfs, blue for Bears, and plaid for Webelos), and the appropriate neckerchief slide. The Arrow of Light Scouts wear the tan uniform shirt. Hats and belts are optional parts of the Pack 11 uniform.

Youth Protection program
-
This Scouting America emphasis fights child abuse by teaching youth the “three R’s”: Recognize, Respond, and Report child abuse; by helping parents and Scouters learn to recognize indications of child abuse and situations that could lead to potential abuse; and by teaching them how to handle child abuse situations or reports. Youth training is called personal safety awareness. For all registered adults (volunteer and professional Scouters), Youth Protection training is mandatory. See "Safeguarding Youth".
